A High Commissioner should be addressed formally as "Your Excellency" and should be referred to as "His Excellency" or "Her Excellency." In an address, this title is followed by the person's first and last name, then by the title High Commissioner and a statement of his country.
The honorific "His Excellency," which is often abbreviated as HE, is also used with reference to ambassadors and permanent representatives to international organizations. In addition, prime ministers, provincial governors and presidents of various republics are also often addressed this way. A High Commissioner is a special, high-ranking governmental or diplomatic position granted by appointment only in several countries.
