"The Repeal" was made to mock proponents of the Stamp Act of 1765. It specifically targeted former British Prime Minister George Grenville, who proposed the Stamp Act. Also targeted was the Reverend Scott, who, in the cartoon, led the funerary procession as a dog relieved itself on his feet.
The Stamp Act required printed materials in the British colonies to be printed on stamped paper shipped from England. It was one of the precipitating incidents of the American Revolution. The tax was designed to pay for British troops stationed in North America. Many in the colonies viewed the troops as unnecessary and the tax as unjustly passed without their representation in Parliament.
