Any person over 13 years old can start a petition on the We the People section of the official White House website. They can simply create an account and verify their email to start and sign petitions, according to the White House website.
The We the People petition project allows citizens to petition the federal government on a number of issues. The White House staff reviews and responds to any petition that reaches the requisite number of signatures.
Any person can also create petitions on petitioning websites such as the Petition Site, iPetitions, Online Petition, Petition Spot, Change and Go Petitions. They can also use tools such as Google Forms and email to create and spread petitions.
