In the United States, it is extremely unlikely to be able to get car insurance without a driver's license. A driver's license is almost universally required to drive a car, and is always a prerequisite for any car insurance application.
In some limited circumstances, it may be possible to obtain car insurance without a license. These limited circumstances include:
- Holding a valid Mexican ID card in some U.S. states, which permits driving without a license.
- From some specialist insurers for circumstances where proving insurance is a precondition of revalidating a license that has been revoked or suspended.
- Where someone owns a vehicle he or she wants to insure, but can prove he or she will never drive that vehicle.
