The Kyoto Protocol was adopted on Dec. 11, 1997, at the third session of the Conference of the Parties to the 1992 United Nations Framework Convention on Climate Change. The Protocol went into effect on Feb. 16, 2005, and committed signatories to reductions in total carbon dioxide emissions, or financial and technological assistance for developing countries, depending on whether a signatory is designated as an Annex I, Annex II or Non-Annex I country.
