What does dhimmitude mean?

The term "dhimmitude" received extensive attention in an email chain letter that claimed dhimmitude is the Muslim system of controlling others. The email stated the term appeared on page 107 of the Affordable Care Act of 2010, exempting U.S. Muslims from tax penalties for not buying health insurance.
No such exemption appears in the Affordable Care Act, and the word dhimmitude seems to be a recent academic coinage. The word "dhimmi" does appear in more reputable religious study sources. A dhimmi is a non-Muslim living in Muslim culture who agrees to practice Muslim dress, occupation and residence codes in exchange for protection and the freedom to practice his own religion.
