When did Bing take over the Microsoft Clip Art gallery?

Microsoft shut down its Clip Art and image library in December 2014, and replaced it with the Bing Image Search service. This service returns images that have Creative Commons licenses in its search results and provides links to the image sources.

In Office 2013 and Office 2016, customers can insert a picture from Bing by clicking Online Pictures in the Insert menu. They enter a description of the image they want in the Bing Image Search text box, and then press Enter. They click an image in the search results, and click Insert to insert the image to their documents.
