Where did sagging pants originate?

In prisons, inmates are not allowed to have belts, because they could be used as weapons or instruments with which to commit suicide by hanging. As a result, some inmates' pants may sag because they do not fit well. The sagging-pants style was carried out to the rest of the world and popularized by the hip hop community. The style eventually became popular with teens and young men of all economic backgrounds.
