To qualify for the Federal Communication Commission's Lifeline program for low-income consumers, an applicant must have income less than or equal to 135 percent of the federal poverty level or be a participant in Medicaid, SNAP, SSI, Federal Public Housing or other assistance programs.
The Lifeline program for low-income consumers is a federal government initiative designed to provide telecommunications services to low-income consumers. The program is funded with Universal Service Fee charges added to every telecommunications bill in the United States. The program provides up to a maximum of $10 in benefits per month to applicants. Seventeen million households participated in the program in 2012.
