Airlines list flights that are completely booked up until the flight finally boards. The booked seats on these flights are not for purchase, but the flight information is still available to the public.
Airlines list fully booked flights in conjunction with partially-booked flights. If a customer cancels a flight, a seat may become available for purchase. Additionally, a customer who wants a seat on a full flight may contact an airline to be added to a standby list for that flight. Even if a seat never opens up on a completely booked flight, airlines maintain the listing to help customers locate flight information.
