To opt out of prescreened credit card offers for five years, consumers can call 888-567-8688 or visit the official website, states the Federal Trade Commission. To opt out permanently, they must visit OptOutPrescreen.com and follow the steps or send a letter by postal mail to each credit bureau.

Opting out permanently requires filling out information on the website in order to receive the Permanent Opt-Out Election form, according to the Federal Trade Commission. When consumers mail in this form, consumer reporting agencies, such as Experian, remove their names and contact information from the lists they send to creditors and banks. The opt-out process doesn't remove information from lists creditors obtain in other ways.
