Can you legally reset a digital odometer?

The federal law related to vehicle odometers, Public Law 103-272, prohibits the resetting of an odometer with intent to alter the number of miles shown, according to the National Highway Traffic Safety Administration. Civil action in federal or state court may be taken if odometer fraud is discovered.
A written disclosure of actual miles is required for vehicles that are less than 10 years old, if the odometer is known to be inaccurate at the time of sale, explains the National Highway Traffic Safety Administration. Vehicles older than 10 years are exempt from written disclosure, but conscientious buyers can consult vehicle registration documents to verify the accuracy of the odometer reading.
