The highest fees for prepaid debit cards include $1 to $5 fees each time the user reloads money onto the card, makes a retail purchase, withdraws money from an ATM or needs to replace the cards, according to Forbes. Some card issuers also charge monthly fees; for example, the RedPak Mi Promesa prepaid MasterCard comes with a monthly fee of $4.

The NetSpend Prepaid visa charges fees between $1 and $2 each time the user swipes the card at a retail establishment, as reported by Consumers Union. Unfortunately, consumer protection laws do not prevent prepaid debit card issuers from charging exorbitant fees for their cards' use. Using cards at non-network ATMs can also result in extra fees.
