Anyone willing to call previous employers and verify work history is allowed access to that information. In most cases, potential future employers access an applicant's work history to ensure that the applicant has been truthful on his resume.
Some background checks also include verification of employment history. These include the checks performed before a government official is awarded security clearance and some background checks performed before a civilian employee moves to a new position within an organization. Employment is generally verified by calling the human resources department of a previous employer and checking records of employment dates, job duties and monetary compensation.
