In addition to forms, many of these locations offer IRS publications that include advice and instructions for filling out these forms and filing taxes, the IRS notes. Tax payers may also find their state tax forms available at these locations, the California Franchise Tax Board explains. Both the IRS and state governments offer forms free of charge.
