No, some states, cities and towns require landlords to accept Housing Choice Vouchers through the Section 8 program while others do not. In these areas it is a landlord's choice whether to take part in this program.
While some states, cities and towns make it illegal for a landlord to refuse to rent to a Section 8 tenant, landlords are not required to decrease rental rates just because a Section 8 tenant wants to rent from them. This means that a landlord's asking rent may be too high to qualify for the Section 8 program. Landlords also have the right to screen and refuse a Section 8 tenant for other reasons unrelated to the voucher.
