Is it legal to sell used agricultural tires?

Selling used agricultural tires is legal. Some people buy used tires in older sizes such as 34-inch and 38-inch for equipment they use infrequently because new tires in those sizes are difficult to find. Other people strategically place old tires on their land to prevent soil erosion.
Cattle owners buy used agricultural tires and turn them inside out to use as feed bunks. The tires do not have any sharp edges like a bale feeder or hay rack, so cattle do not get hurt if they fight over feed.
Gardeners use used agricultural tires to construct raised garden beds. The raised beds reduce strain on gardeners' backs and prevent weeds from growing with the plants.
