What permits or licenses are required for making your own gunpowder?

Manufacture of gunpowder or other explosive chemicals is prohibited without a license from the Federal Bureau of Alcohol, Tobacco and Firearms, but persons manufacturing these items for their own use are exempt from this requirement. However, sale or transport of homemade gunpowder without a license remains illegal, as of 2015.
While manufacture of gunpowder for personal use is not regulated by the ATF unless the gunpowder is sold or transported, additional permits may also be required to legally manufacture gunpowder in some jurisdictions. State and local laws may also limit the amount of gunpowder that can be legally stored by an individual whether manufactured elsewhere or homemade.
