The benefit that a widow receives is the difference between the family's countable income and the pension limit set by Congress, says the U.S. Department of Veterans Affairs. The annual family limit must be less than the amount set by Congress.

As of 2015 a widow qualifies for pension benefits if the veteran had at least 90 days of active military service with at least one day during a wartime period prior to Sept. 7, 1980, states the U.S. Department of Veterans Affairs. If the veteran entered the military after Sept. 7, 1980, the widow qualifies if he served at least 24 months or the full period for which he was called to order with at least one day during wartime. A dishonorable discharge nullifies these.
