Eye primer comes in either powder or cream form. It is a colorless cosmetic that should be applied all over the eyelid for best results. Blotting powder is a translucent pressed powder that is swept gently all over the eyelid after the makeup has been applied. If the blotting powder makes the eyeliner look dull, a second coat of liner can be applied over it.
