What does AT&T's call block feature do?

According to AT&T's official website, the call block feature allows local home phone service customers to block up to 10 numbers within the local calling area. Call blocking and call screening are services that must be ordered separately and do not come with typical service plans.
When a number that has been blocked attempts to call, the caller hears the following message: "We are sorry, the party you're calling is not accepting calls at this time." The service can be activated and deactivated by following the steps on the AT&T website, and the feature also allows customers to block calls from the last number that called.
