Breads made with whole wheat and whole grains are the best option for people with diabetes, according to WebMD. It is also important to consume plenty of whole, unprocessed grains such as brown rice. Whole-grain cereals that are low in sugar, whole-grain tortillas or corn tortillas, and popcorn are also healthy choices.
