A state's capital is the political center of that state, which means that the legislature and state government are located there. The capital may not be the largest city in the state, however. For example, Sacramento, the capital of California, is only the fourth-largest metropolitan area in the state. As of 2009, the smallest U.S. state capital is Montpelier, Vermont, with a population of 7,705. The largest is Phoenix, Arizona, with over 1.6 million people.
