Calls that are sent or received are subject to roaming charges only if the user is outside the coverage area, according to Verizon. All calls placed and received from international locations are subject to Verizon's roaming rates.

As of 2015, Verizon offers international roaming on prepaid cell phone plans, with rates starting at $0.69 per minute in Canada, the Virgin Islands and Puerto Rico. Calls placed from Mexico are charged at a rate of $0.99 per minute, and calls from locations such as Anguilla, Barbados, Jamaica and the Cayman Islands cost $1.99 per minute, according to Verizon. Verizon indicates that its service area covers 98 percent of the United States.
