The direction which a windmill turns depends entirely on the shape of the blade and the preference of the owner/manufacturer. Many older, counter-clockwise windmills were simply made by right-handed builders. Newer windmills with a prop attached to a generator use single bolt or nut assembly and rotate clockwise to maintain a tight fit.
