The Howard Jarvis Taxpayers Association was founded in 1978 by California businessman and politician Howard Jarvis. Jarvis spearheaded Proposition 13, an amendment to the Constitution of California that placed restrictions on the tax rate for real estate. The proposition, officially named People's Initiative to Limit Property Taxation, was enacted in 1978, and was upheld by the United States Supreme Court as constitutional in 1992. Today, the HJTA works to combat any attempt to amend Proposition 13, and any proposals to increase taxes.
