To dial telephone numbers from the United States or Canada, one has to use the international prefix 011 before the country code. This prefix is the exit code for international calls. After the prefix and country code, the Mali telephone system uses eight digits. So, an international call from the U.S. would be in the form 011-223-000-00000.
