Whites in states that had signed off on the two new amendments were quick to vote out any black or Republican in office.

Mercantilism was the economic counterpart of political absolutism and nationalism. It was dominant in Europe between the 16th and 18th centuries, when major international wars plagued the continent. Mercantilist practices were intended to strengthen the state by increasing tax revenue and augmenting monetary reserves while simultaneously weakening enemy states by limiting their sales and access to goods.\nThus, mercantilist policies were formed with the benefit of the state — not the people, and especially not colonists — in mind. The pact was named after Frank B. Kellogg, U.S. Secretary of State, and Aristide Briand, the French Minister of Foreign Affairs. Briand originally proposed the agreement between the United States and France only. Concerned that such an arrangement would create a bilateral alliance between France and the United States, U.S. President Woodrow Wilson and Kellogg instead proposed that it become a general agreement between all nations. Because the pact only outlawed wars of aggression and not self-defense efforts, it was received favorably. In August 1928, 15 countries signed the pact, and 47 more ..
