The Third Reich's early objective was to gain power of the citizenry by suspending civil rights. The Foraker Act created a new government to include a governor and executive council to be appointed by the President, a 35-member elected House of Representatives, a Supreme Court within a judicial system and a Congress that included a non-voting Resident Commissioner. A dreamcatcher is a circular object intricately spun or woven into a web-like design. Some dreamcatchers are constructed out of lace, a willow branch or grapevine and then decorated with feathers, beads and horsehair, while others were known to have been fashioned out of the umbilical cords of newborn infants.
