Consuls Generals are addressed as private citizens with typical courtesy titles such as Mr., Mrs. or Dr. They are not addressed with descriptions such as "your Excellency" based on their rank.
A Consul is a political title for an official of a government, who is acting within another government's territory, typically on behalf of the Consul's fellow citizens. The position is different from an ambassador, who represents the head of state of a given country. More than one Consul from a particular government can serve at any time. The office of a Consul General is known as a Consulate General. In the United States, New York City is home to many Consulates Generals.
