What do the Alabama vehicle license registration tag numbers mean?

The numbers on Alabama license plates, or vehicle "tags," correspond to the registered owner's county of residence. The system, in place since 1942, assigns the numbers one through three to Jefferson, Mobile, and Montgomery, the state's most populous counties, and goes alphabetically thereafter.
The number 70 replaces the county number on duplicate tags. All plates contain a stamp of the issue year, along with a heart shape and the slogan "Heart of Dixie." The painted, tin plates are manufactured by inmates at Kilby Prison near Montgomery. Though, no plates were produced in 1948 due to a metal shortage caused by the war.
