While laws regarding tattooing of minors vary from state to state, most states require people to be 18 to get a tattoo. Most of those states allow tattooing of minors with the written permission or physical presence of a parent.
Several states have slightly different restrictions regarding the tattooing of a minor. Georgia allows osteopaths to tattoo minors with no penalty. Iowa allows minors to get tattoos if they are married. In South Carolina, the minimum age for getting a tattoo is 21 rather than 18. Maryland, Massachusetts, Nevada, New Mexico and Oregon have no legal penalties for tattooing minors.
