A person must be 18 or older in order to obtain a tattoo in Iowa. Even if a minor can produce proof of parental consent, the minor is still prohibited from receiving a tattoo.
Iowa state law requires tattoo parlors to keep records on every tattoo given, even for adults, reports the Waterloo-Cedar Fall Courier.
Although tattoo parlors are heavily regulated in Iowa, body piercing, on the other hand, is not, according to the Iowa Department of Public Health. There are no age restrictions for this type of body modification, and parental consent is not required. But some county and local health departments place restrictions and regulations on body piercing.
