Cerebral palsy is a brain disease that sometimes results from a lack of oxygen at birth, states the Centers for Disease Control and Prevention. Lack of oxygen at birth may also lead to developmental problems, attention deficit hyperactivity disorder and vision problems, states Seattle Children's.

Cerebral palsy is caused by damage to the brain occurring before, during or after birth. Children affected by cerebral palsy have difficulty controlling muscle movements, according to the CDC. Premature birth, multiple births, infections during pregnancy and severe jaundice increase a child's risk of developing cerebral palsy. After birth, cerebral palsy can develop because of brain infections, head injuries or decreased blood flow to the brain.
