When is the brain fully developed?

According to a study conducted by the National Institutes of Health, the average human brain is fully developed by age 25. However, some individuals do not have fully developed brains until they reach their 30s.
The National Institutes of Health study found that the parts of the brain that are necessary for restraining risky behavior are not fully developed in teenagers. This explains why many teenagers are reckless drivers, have poor judgement skills and exhibit poor deductive reasoning skills. As individuals reach adolescence and teen years their brains are around 80 percent of the way developed, according to Children's Hospital in Boston.
