The only way to view another person's driving record, including any license suspensions, is to have a legitimate reason to do so. For instance, police can view a driving record during a traffic stop. If you intend to hire a person, you can also view his driving record.

Private citizens cannot look up other people's driving records. To obtain someone's record, you must file a Record Release form and an Affidavit of Intended Use, with the Department of Motor Vehicles for the person's state of residence. You typically need the person's written permission unless you are collecting information for law enforcement purposes.
