Colorado and Hawaii are among the states that restrict ownership of exotic pets, which a fox is typically considered to be, according to About.com. For people who can own foxes, the fennec fox is a popular choice because of its playfulness, reports Fox News. Kentucky and Georgia only restrict animals considered inherently dangerous. Indiana allows ownership of exotic animals with the proper permits.
