Can a locksmith make a key from a car's VIN?

A locksmith cannot create a car key using just the vehicle's VIN, or vehicle identification number. Each vehicle is assigned a code that a locksmith needs to produce a new key. The car's owner must visit the dealership that sold the car to get this code.
The dealership can use the VIN to look up the key code for the locksmith if the car is less than 10 years old. Dealerships require proof of registration and ownership before they release this information. Additionally, if the locks have been changed on the car after purchase, the VIN cannot be used to find the key code.
