Health insurance exchanges are organizations that customers in the United States can use to get access to a selection of affordable health-care programs. All the insurance options offered by exchanges must comply with the Patient Protection and Affordable Care Act of 2010.

The federal government operates the largest health-care exchange, which is the primary exchange for people in most states as of 2014. At the time of the program launch in 2013, 16 states chose to develop state-operated exchanges rather than opting for the default federal system. Between Oct. 1, 2013, and April 19, 2014, more than eight million people in the United States had signed up for a health insurance exchange.
