Why would the OAG place a hold on child support because of a modification order?

The Texas Office of the Attorney General, or the OAG, places holds on child support when a modification order is issued to give time for it to review the order. The State Disbursement Unit is also updated with the new amount during this time.
The Texas Comptroller of Public Accounts reports that it has the right to hold all child support payments in cases of liability and when offsets, including modifications, are requested. The comptroller mentions that an offset requires the issuing of a warrant, which is released to the OAG, before it is then deposited into the treasury by the OAG if the modification order is approved.
