Do all collect calls made from U.S. prisons go through Securus?

Securus provides collect-call services for the majority of U.S. correctional institutions, serving as the sole communications provider for 90 percent of the incarcerated population, as of 2015. In response to the overwhelming market share controlled by Securus, many federal commissioners and other policy-makers currently regard Securus as a national monopoly.

In the 2013 court case "Securus Tech v. FCC" the Federal Communications Commission formally recognized Securus as a business monopoly in the correctional communications industry. The FCC also found Securus guilty of violating Sections 201 and 276 of the Communications Act, which require that interstate calling rates remain reasonable and fair.
