HIPAA is not an organization but a Congressional act of 1996, the Health Information Portability and Accountability Act, according to the United States Department of Health and Human Services' website. Contact the DHS' Office for Civil Rights to report violations or for more information about HIPAA, says DHS.gov.
The HIPAA section on DHS.gov lists all contact information for the OCR, including a link to the online Complaint Portal. DHS.gov advises using its FAQ page to locate departments for HIPAA-related questions, form requests and complaints. Street addresses and phone numbers for OCR regional offices are also listed at DHS.gov, as well as links to send email correspondence to OCR personnel.
