When was the Davis-Bacon act regarding wage rates created?

President Herbert Hoover signed the Davis-Bacon Act into law on March 31, 1931. This act requires a contractor to provide standard wages, based on each locality, for any federal construction project.

The aim of Davis-Bacon Act was to prevent contractors from decreasing their workers' salaries to compete with contractors employing cheap labor from minority populations. When President Eisenhower signed the Federal-Aid Highway Act on June 29, 1956, the David-Bacon Act then also applied to the construction of the Interstate Highway System. A few years later, it further applied to all federal-aid highway construction. Some members of Congress tried to fight the application of the act because they were afraid it would increase the costs of construction.
