What is the difference between a policy and a strategy?

A policy is defined as a definite course of action, whereas a strategy is an educated method or a series of maneuvers dedicated to a specific result. Policies tend to be a requirement dictated by a higher order, while strategies may be used in an attempt to follow a policy.

An example of policy and strategy is seen in a country's foreign policy. It is a regulation meant to safeguard a country's interests, and within that are strategies, such as international relations, used to achieve those goals. Other examples include the No Child Left Behind Act, which acts as a policy, and after-school tutoring, which is a strategy.
