Are Federal Pacific circuit breakers considered safe?

Circuit breakers produced by Federal Pacific Electric, particularly the Stab-Lok circuit breaker installed in homes built before 1990, may cause fires, as reported by NBC. Despite the fire risk, the company has never recalled these circuit breakers.
A circuit breaker is designed to cut off electricity when a short circuit occurs to prevent fire. However, lab tests show that many Stab-Lok circuit breakers continue to provide electricity to the short circuit. This malfunction can cause the circuit to overheat and pose a fire hazard. The Federal Pacific Electric company is no longer in business but experts believe that millions of its circuit breakers are still in American households, according to NBC.
