Not all accidents appear on an accident report because motorists do not report all accidents to the police or to insurance companies, according to Nolo. Drivers in accidents don't necessarily file police reports or even call the police if no serious damage or injuries have occurred.
While insurance policies typically require drivers to report all accidents, this requirement is difficult to enforce, and minor accidents often go unreported. When accidents occur on private property, there is often no advantage to the driver to report them to the insurance company. Some drivers also avoid reporting accidents for fear their insurance premiums may go up, as Nolo explains.
