Higher One is an organization that partners with universities to allow students to access and spend their financial aid refunds, states the Higher One account and CBS News websites. Higher One does not offer credit cards, but rather debit cards attached to an online-only checking account through Higher One, Inc.

Rather than distribute excess financial aid to students, some universities have partnered with Higher One to offer this service to students, states CreditCards.com. When this service is offered, students can choose to open a Higher One account and receive a debit card to spend their remaining financial aid, deposit the funds to a different account or receive a check in the mail.
