Highmark Freedom Blue PPO is a Medicare Advantage, or Medicare Part C, plan that is offered through Blue Cross/Blue Shield and administered by Highmark The plan includes insurance coverage for both medical services and prescriptions.

Because the Highmark Freedom Blue plan is a PPO, members have the option of choosing any primary care physician without regard to a physician network and to receive treatment from a specialist without a referral. As of 2015, the plan has a 4.5-star rating from the Centers for Medicare and Medicaid. Potential members must have both Medicare Part A and Part B to qualify for coverage under this plan.
