Medi-Cal is the Medicaid program for California, states San Diegans for Healthcare Coverage. The income qualification makes Medi-Cal available to anyone who is a U.S. citizen or legal resident of California for more than five years, as long as he meets the criteria. Those who have income close to the poverty level should apply because not all income may count.
