A sitting plane on a runway has a higher inertia than a moving car. In order to change the inertia of rest of the sitting plane, significantly more energy is required than to change the inertia of motion of the moving car.
This concept of inertia can be explained from Newton's Laws of Motion. The value of force to move a static object or to stop a moving object is equal to the product of mass and acceleration. The mass of the plane sitting on a runway is much more than that of a car. Thus it has a higher inertia of rest than the inertia of motion of the moving car.
